Hubert Humphrey Institute Scholars Prabath Aluthge and Wasantha Bandara will present on "Emigration from Sri Lanka: International Human Trafficking Alert" and "Sri Lanka: The Rape Law Dilema" at Dorsey & Whitney LLP 50 South Sixth Street, 15th Floor Minneapolis, MN Description of the Panel Presentations Dorsey & Whitney LLP, The Advocates for Human Rights, and the Domestic Abuse Project invite you to two thought-provoking panel presentations by visiting Hubert H. Humphrey Institute scholars. Whether representing a pro bono client from across the globe or a local client across town, lawyers need to understand human rights and domestic violence issues from a global perspective. Do not miss this opportunity to hear first-hand accounts of the role of law and legal professionals in promoting human rights and preventing institutional and inter-personal violence. Biographical Information Unurtsetseg Tsedev (Mongolia): Ms. Tsedev has worked for the Ministry of Social Welfare and Labor for Mongolia in the field of Population Development for the last fifteen years. She has experience in policy and strategy development, its implementation, coordination, and defending of International Convention periodic reports on women and child rights. Ms. Tsedev is one of the leading experts in human trafficking in Mongolia and holds a master's degree in pedagogy. During her Humphrey Fellowship year, Ms. Tsedev will focus on policy analysis, human trafficking and commercial sexual exploitation of children in order to improve effectiveness in trafficking prevention, law enforcement, and the protection of trafficking victims particularly children. Eliana Sousa Silva (Brazil): Ms. Sousa Silva holds a bachelor's degree in Portuguese Literature, a master's degree in Education, and a doctorate in Social Services. She is Director of the Integration of University and Community at the Federal University of Rio de Janeiro. During her fellowship year, Ms. Sousa Silva will focus on extending her professional experience in the areas of community participation and development, especially regarding urban violence and urban security strategies. She co-founded two NGOs in Mare, the Rio de Janeiro slum, in which she grew up, called the Centro de Estudios e Awer Solidarias de Mare and Rede de Desenvolvimiento de Mare. Prabath Parakrama Aluthge (Sri Lanka): Mr. Aluthge is an Immigration Officer with the Department of Immigration and Emigration in Sri Lanka and is currently based in Bandaranaike International Airport. He is interested in developing a human trafficking and immigration research unit, as well as designing an immigration training program for government enforcement officers. During his fellowship year, Mr. Aluthge will focus on issues related to immigration and human trafficking. He holds a bachelor's degree in business administration and a master's degree in international relations. Wasantha Navaratne Bandara (Sri Lanka): Mr. Bandara holds a bachelor's and a master's degree in law with concentrations in Public International Law from the University of Colombo. He further holds a master's degree in law from the University of London with a concentration in: Commercial and Corporate Law. He is currently the Deputy Solicitor General of the Attorney General's Office and has conducted prosecutions in many prominent criminal trials. He was assigned to prosecute in the Presidential Commissions appointed to probe into the assassinations of Defense Minister Athulathmudali, General Kobbekaduwa, and the Arms and Military Hardware Procurements to the Military Forces during the regime of the previous government. During his Humphrey year, Mr. Bandara will focus on establishing professional contacts with prosecutorial and investigating authorities in order to gain insight into the U.S. system for combating terrorism and related offenses like money laundering. Lectures are free and open to the public (registration required). Lunch will be provided for those who pre-register.
